Paper 72 is the Gov’t On A Neighboring Planet chapter. I take the ‘neighboring’ to mean “in our galaxy”
Yes, there’s lotsa books allegedly dictated by “the good aliens” and they all say the same thing:
Earth is quarantined and won’t be joining ‘the federation’ until we can learn to stop killing each other and our planet (closer to the “sphere of light and life” phase)
If ships do visit, they must remain in stealth-mode since they are bending the rules. I’ve never been much into UFO’s but some of the alleged ‘close encounters’ are fascinating.
