It’s a good question. I think it was because there’s a chance, albeit remote, that he might come around. And if he doesn’t, he will be an enduring example to the rest of Nebadon how rebellion is untenable no matter how long it is allowed to run.

Abaddon was the chief of the staff of Caligastia. He followed his master into rebellion and has ever since acted as chief executive of the Urantia rebels. Beelzebub was the leader of the disloyal midway creatures who allied themselves with the forces of the traitorous Caligastia.At the outbreak of the rebellion the circuits were severed. No circuits, no sustanance.(67:4.4) The war in heaven was on the mansion worlds. Everybody had to choose. I think it took about seven years. Michael didn’t interfere with any of this. They were allowed to roam free for 200,000 years.
53:5.3 From the outbreak of rebellion to the his enthronement as sovereign ruler of Nebadon, Michael never interfered with the rebel forces of Lucifer; they were allowed to run a free course for almost two hundred thousand years of Urantia time. Christ Michael now has ample power and authority to deal promptly, even summarily, with such outbreaks of disloyalty, but we doubt that this sovereign authority would lead him to act differently if another such upheaval should occur.Look up Van and his clan – the loyalists, the Eden builders. Oh. I goofed in failing to address this. But you did say the others beings were taken away. That part of your topic intro took precedence in my mind yesterday.
The UB provides a few reasons: “The Wisdom of Delay” (54:5.0) which starts out with this statement, ” Of the many reasons known to me as to why Lucifer and his confederates were not sooner interned or adjudicated, I am permitted to recite the following: [. . . .]” Interesting!

Great question you asked! I asked virtually the same question in the Reincarnation forum, which was similarly addressed. However, the UB gives the impression that another rebellion (led by Caligastia and his allies?) could still occur on our planet. He may be dethroned and have less power, to the extent of being “relatively impotent” (to quote the UB), but that doesn’t mean Caligastia is completely powerless. His power (& those of his allies) now may be limited to this planet and in the form of negatively influencing humans to make foolish, dangerous, and/or destructive choices.
I realize that humans are foolish enough on their own without the help of a corrupt, former planetary prince and his allies, but I suspect Caligastia and his allies may become more emboldened as humanity moves closer to the very real & likely establishment of a world government. Technology and a lack of integrity among world leaders makes this possible. May I remind everyone in this forum that while many individuals have made progress toward this world being settled in light & life, we are still quite far from that goal! Neale Donald Walsh in one of his books made the analogy that if life on Earth were a football game, humanity would be approximately at the 12 yard line, with 88 yards to go.
And for those of you who are familiar with the the UB & the Bible, who do you suppose would become the first leader of a modern world government? A human ally of Caligastia? How likely would that person present himself as a savior of humanity & the planet? Did anyone happen to watch the Netflix series called “Messiah” (that first aired on January 1st, 2020) before it was canceled later that same year? If any of you saw that series, then you would understand how such a main character is relevant to this discussion. Flower24, have your read any of the 3 books called “Conversations With Nostradamus” by Dolores Cannon? If not yet, then you would be surprised by the relevance of those books to these questions I now ask.

Concerning the system capital group, the Ancients of Days granted the Michael petition with but a single exception: Satan was allowed to make periodic visits to the apostate princes on the fallen worlds until another Son of God should be accepted by such apostate worlds, or until such time as the courts of Uversa should begin the adjudication of the case of Gabriel vs. Lucifer.
53:9.4 (611.3) Satan could come to Urantia because you had no Son of standing in residence—neither Planetary Prince nor Material Son. Machiventa Melchizedek has since been proclaimed vicegerent Planetary Prince of Urantia, and the opening of the case of Gabriel vs. Lucifer has signalized the inauguration of temporary planetary regimes on all the isolated worlds. Actually it is this Most High observer who “rules in the kingdoms of men.” Urantia is one of the isolated worlds of Norlatiadek, and a Vorondadek observer has been stationed on the planet ever since the Caligastia betrayal. When Machiventa Melchizedek ministered in semimaterial form on Urantia, he paid respectful homage to the Most High observer then on duty, as it is written, “And Melchizedek, king of Salem, was the priest of the Most High.” Melchizedek revealed the relations of this Most High observer to Abraham when he said, “And blessed be the Most High, who has delivered your enemies into your hand.”
2. The System Sovereign
45:2.1 (511.1) The chief executive of a local system of inhabited worlds is a primary Lanonandek Son, the System Sovereign. In our local universe these sovereigns are intrusted with large executive responsibilities, unusual personal prerogatives. Not all universes, even in Orvonton, are so organized as to permit the System Sovereigns to exercise such unusually wide powers of personal discretion in the direction of system affairs. But in all the history of Nebadon these untrammeled executives have exhibited disloyalty only three times. The Lucifer rebellion in the system of Satania was the last and the most widespread of all.
45:2.2 (511.2) In Satania, even after this disastrous upheaval, absolutely no changes have been made in the technique of system administration. The present System Sovereign possesses all the power and exercises all the authority that were invested in his unworthy predecessor except for certain matters now under the supervision of the Constellation Fathers which the Ancients of Days have not yet fully restored to Lanaforge, the successor of Lucifer.
45:2.3 (511.3) The present head of Satania is a gracious and brilliant ruler, and he is a rebellion-tested sovereign. When serving as an assistant System Sovereign, Lanaforge was faithful to Michael in an earlier upheaval in the universe of Nebadon. This mighty and brilliant Lord of Satania is a tried and tested administrator. At the time of the second system rebellion in Nebadon, when the System Sovereign stumbled and fell into darkness, Lanaforge, the first assistant to the erring chief, seized the reins of government and so conducted the affairs of the system that comparatively few personalities were lost either on the headquarters worlds or on the inhabited planets of that unfortunate system. Lanaforge bears the distinction of being the only primary Lanonandek Son in all Nebadon who thus functioned loyally in the service of Michael and in the very presence of the default of his brother of superior authority and antecedent rank. Lanaforge will probably not be removed from Jerusem until all the results of the former folly have been overcome and the products of rebellion removed from Satania.
45:2.4 (511.4) While all the affairs of the isolated worlds of Satania have not been returned to his jurisdiction, Lanaforge discloses great interest in their welfare, and he is a frequent visitor on Urantia. As in other and normal systems, the Sovereign presides over the system council of world rulers, the Planetary Princes and the resident governors general of the isolated worlds. This planetary council assembles from time to time on the headquarters of the system—“When the Sons of God come together.”
77:9.7 (866.6) While the midwayers were brought into existence fully developed—experiencing no period of growth or development from immaturity—they never cease to grow in wisdom and experience. Like mortals they are evolutionary creatures, and they have a culture which is a bona fide evolutionary attainment. There are many great minds and mighty spirits among the Urantia midway corps.
77:9.8 (866.7) In the larger aspect the civilization of Urantia is the joint product of the Urantia mortals and the Urantia midwayers, and this is true despite the present differential between the two levels of culture, a differential which will not be compensated prior to the ages of light and life.
77:9.9 (866.8) The midway culture, being the product of an immortal planetary citizenry, is relatively immune to those temporal vicissitudes which beset human civilization. The generations of men forget; the corps of midwayers remembers, and that memory is the treasure house of the traditions of your inhabited world. Thus does the culture of a planet remain ever present on that planet, and in proper circumstances such treasured memories of past events are made available, even as the story of the life and teachings of Jesus has been given by the midwayers of Urantia to their cousins in the flesh.
77:9.10 (867.1) Midwayers are the skillful ministers who compensate that gap between the material and spiritual affairs of Urantia which appeared upon the death of Adam and Eve. They are likewise your elder brethren, comrades in the long struggle to attain a settled status of light and life on Urantia. The United Midwayers are a rebellion-tested corps, and they will faithfully enact their part in planetary evolution until this world attains the goal of the ages, until that distant day when in fact peace does reign on earth and in truth is there good will in the hearts of men.
77:9.11 (867.2) Because of the valuable work performed by these midwayers, we have concluded that they are a truly essential part of the spirit economy of the realms. And where rebellion has not marred a planet’s affairs, they are of still greater assistance to the seraphim.

I understand from your quotes how Caligastia and his allies have been adequately dealt with, but go back and look at Mara’s quote from Paper 53:8.6 – that is why I wondered if Caligastia can still negatively influence humans. It seems that is a “No” under normal circumstances. But Mara’s quote does indicate that individuals could interact with him “if they really desire to be cursed with his wicked presence”. That’s why I wondered also about his possible interest in a real, modern functional world government, “for he is still free on Urantia to prosecute his nefarious designs”.
By the way Bradly, I liked all of your UB quotes to address Stephen’s comments, but a few quotes from this forum branch would have also been relevant to address his concern about waiting so long to round up Lucifer & Satan, such as how “destruction is contained within every seed of sin.” Also, there is a quote in the UB that explains how time for us on Urantia is much different/longer than on Paradise and different again on places in between those 2 places. On Paradise, the time perspective made the round up Lucifer and Satan appear to have occurred within a few seconds after the Rebellion.
A brief follow-up to my last comment. I know you are well aware of how the UB contains the fact that in human history, 2 of the original races (the orange & the green) were exterminated by some of the other races. Besides the obvious brutality involved, the UB does NOT seem to have had much of a problem with those 2 exterminations, based on how the UB reported those 2 major events. I understand the overall goal of the Spiritual Hierarchy of uplifting humanity, and the fact that humans have freewill, but that is same Spiritual Hierarchy (minus the leaders of the Rebellion) who we are to trust to watchover Urantia going forward since the time of Jesus and the arrival of the Spirit of Truth.

I believe we are getting multiple and distinct issues entangled here. There are now 3 separate issues being discussed:
1. The original question of why Caligastia was left to roam Urantia after all other rebels were imprisoned. I agree with Rick’s thinking. Either hope for rehabilitation or perhaps a lesson in patience for loyalists??
2. The reasons for the 200,000 year delay in the isolation and internment of the rebels and those especially who refused the mercy and rehabilitation proffered. The UB teaches extensively about this time lag and the effectiveness and the benefits of this tactic … over 1000 times more benefits were accrued than the suffering and losses endured by this rebellion tested strategic response by delaying the inevitable justice response. Mercy is a justice response and the delay has strengthened and immunized Satania from any potential future rebellion.
3. The Time Lag of Justice
54:3.1 (615.3) The moral will creatures of the evolutionary worlds are always bothered with the unthinking question as to why the all-wise Creators permit evil and sin. They fail to comprehend that both are inevitable if the creature is to be truly free. The free will of evolving man or exquisite angel is not a mere philosophic concept, a symbolic ideal. Man’s ability to choose good or evil is a universe reality. This liberty to choose for oneself is an endowment of the Supreme Rulers, and they will not permit any being or group of beings to deprive a single personality in the wide universe of this divinely bestowed liberty—not even to satisfy such misguided and ignorant beings in the enjoyment of this misnamed personal liberty.
54:3.2 (615.4) Although conscious and wholehearted identification with evil (sin) is the equivalent of nonexistence (annihilation), there must always intervene between the time of such personal identification with sin and the execution of the penalty—the automatic result of such a willful embrace of evil—a period of time of sufficient length to allow for such an adjudication of such an individual’s universe status as will prove entirely satisfactory to all related universe personalities, and which will be so fair and just as to win the approval of the sinner himself.
54:3.3 (615.5) But if this universe rebel against the reality of truth and goodness refuses to approve the verdict, and if the guilty one knows in his heart the justice of his condemnation but refuses to make such confession, then must the execution of sentence be delayed in accordance with the discretion of the Ancients of Days. And the Ancients of Days refuse to annihilate any being until all moral values and all spiritual realities are extinct, both in the evildoer and in all related supporters and possible sympathizers.
54:4.5 (616.4) There are many reasons known to us why the Supreme Rulers did not immediately destroy or intern the leaders of the Lucifer rebellion. There are no doubt still other and possibly better reasons unknown to us. The mercy features of this delay in the execution of justice were extended personally by Michael of Nebadon. Except for the affection of this Creator-father for his erring Sons, the supreme justice of the superuniverse would have acted. If such an episode as the Lucifer rebellion had occurred in Nebadon while Michael was incarnated on Urantia, the instigators of such evil might have been instantly and absolutely annihilated.
54:4.6 (616.5) Supreme justice can act instantly when not restrained by divine mercy. But the ministry of mercy to the children of time and space always provides for this time lag, this saving interval between seedtime and harvest. If the seed sowing is good, this interval provides for the testing and upbuilding of character; if the seed sowing is evil, this merciful delay provides time for repentance and rectification. This time delay in the adjudication and execution of evildoers is inherent in the mercy ministry of the seven superuniverses. This restraint of justice by mercy proves that God is love, and that such a God of love dominates the universes and in mercy controls the fate and judgment of all his creatures.
54:4.7 (616.6) The mercy delays of time are by the mandate of the free will of the Creators. There is good to be derived in the universe from this technique of patience in dealing with sinful rebels. While it is all too true that good cannot come of evil to the one who contemplates and performs evil, it is equally true that all things (including evil, potential and manifest) work together for good to all beings who know God, love to do his will, and are ascending Paradiseward according to his eternal plan and divine purpose.
54:4.8 (616.7) But these mercy delays are not interminable. Notwithstanding the long delay (as time is reckoned on Urantia) in adjudicating the Lucifer rebellion, we may record that, during the time of effecting this revelation, the first hearing in the pending case of Gabriel vs. Lucifer was held on Uversa, and soon thereafter there issued the mandate of the Ancients of Days directing that Satan be henceforth confined to the prison world with Lucifer. This ends the ability of Satan to pay further visits to any of the fallen worlds of Satania. Justice in a mercy-dominated universe may be slow, but it is certain.
54:5.14 (618.3) There are an equal number of reasons for not arbitrarily stopping the Lucifer rebellion which would be partially comprehensible to you, but which I am not permitted to narrate. I may inform you that on Uversa we teach forty-eight reasons for permitting evil to run the full course of its own moral bankruptcy and spiritual extinction. I doubt not that there are just as many additional reasons not known to me.
54:6.5 (619.2) And there is compensation for these trials, delays, and disappointments which invariably accompany the sin of rebellion. Of the many valuable repercussions of the Lucifer rebellion which might be named, I will only call attention to the enhanced careers of those mortal ascenders, the Jerusem citizens, who, by withstanding the sophistries of sin, placed themselves in line for becoming future Mighty Messengers, fellows of my own order. Every being who stood the test of that evil episode thereby immediately advanced his administrative status and enhanced his spiritual worth.
54:6.6 (619.3) At first the Lucifer upheaval appeared to be an unmitigated calamity to the system and to the universe. Gradually benefits began to accrue. With the passing of twenty-five thousand years of system time (twenty thousand years of Urantia time), the Melchizedeks began to teach that the good resulting from Lucifer’s folly had come to equal the evil incurred. The sum of evil had by that time become almost stationary, continuing to increase only on certain isolated worlds, while the beneficial repercussions continued to multiply and extend out through the universe and superuniverse, even to Havona. The Melchizedeks now teach that the good resulting from the Satania rebellion is more than a thousand times the sum of all the evil.
54:6.7 (619.4) But such an extraordinary and beneficent harvest of wrongdoing could only be brought about by the wise, divine, and merciful attitude of all of Lucifer’s superiors, extending from the Constellation Fathers on Edentia to the Universal Father on Paradise. The passing of time has enhanced the consequential good to be derived from the Lucifer folly; and since the evil to be penalized was quite fully developed within a comparatively short time, it is apparent that the all-wise and farseeing universe rulers would be certain to extend the time in which to reap increasingly beneficial results. Regardless of the many additional reasons for delaying the apprehension and adjudication of the Satania rebels, this one gain would have been enough to explain why these sinners were not sooner interned, and why they have not been adjudicated and destroyed.
54:6.8 (619.5) Shortsighted and time-bound mortal minds should be slow to criticize the time delays of the farseeing and all-wise administrators of universe affairs.
Which leads to the third issue:
3. The probability of continued or renewed rebellion on Urantia or in Satania or in Nebadon. The fact and function of Michael’s achievement of Master Son is profoundly important regarding prior, current, and potential rebellion:
21:3.13 (238.7) Even in the prebestowal ages a Creator Son rules his domain well-nigh supremely when there is no dissent in any of its parts. Limited rulership would hardly be manifest if sovereignty were never challenged. The sovereignty exercised by a prebestowal Creator Son in a universe without rebellion is no greater than in a universe with rebellion; but in the first instance sovereignty limitations are not apparent; in the second, they are.
21:3.14 (238.8) If ever the authority or administration of a Creator Son is challenged, attacked, or jeopardized, he is eternally pledged to uphold, protect, defend, and if necessary retrieve his personal creation. Such Sons can be troubled or harassed only by the creatures of their own making or by higher beings of their own choosing. It might be inferred that “higher beings,” those of origin on levels above a local universe, would be unlikely to trouble a Creator Son, and this is true. But they could if they chose to. Virtue is volitional with personality; righteousness is not automatic in freewill creatures.
21:3.15 (238.9) Before the completion of the bestowal career a Creator Son rules with certain self-imposed limitations of sovereignty, but subsequent to his finished bestowal service he rules by virtue of his actual experience in the form and likeness of his manifold creatures. When a Creator has seven times sojourned among his creatures, when the bestowal career is finished, then is he supremely settled in universe authority; he has become a Master Son, a sovereign and supreme ruler.

Besides the obvious brutality involved, the UB does NOT seem to have had much of a problem with those 2 exterminations, based on how the UB reported those 2 major events. I understand the overall goal of the Spiritual Hierarchy of uplifting humanity, and the fact that humans have freewill, but that is same Spiritual Hierarchy (minus the leaders of the Rebellion) who we are to trust to watchover Urantia going forward since the time of Jesus and the arrival of the Spirit of Truth. I think this issue is best considered in light of the fact of Urantia’s very unique evolutionary history, especially the 6 Sangik races of color appearing here all at one time in one place.
But yes… evolutionary progress seems inherently fraught with barbarity and animalistic behaviors of domination by the fittest… and smartest of animals.
This makes socialization and spiritization truly remarkable defining distinctions of humans/mortals to be able to transcend such origins and actualize such magnificent potentials!

Who are we to trust to watch over Urantia? That question never would have occurred to me. I have a vivid experience of being born again when I was a young mother. That experience was a complete redirection for me. Beforehand I was not really a doubter. I just didn’t know, but really wanted to know. I had a spiritual hunger and thirst. Afterwards I was certain about who saved me – Jesus. He said, “Follow me.” Remember this lovely paragraph?
34:7.8 Having started out on the way of life everlasting, having accepted the assignment and received your orders to advance, do not fear the dangers of human forgetfulness and mortal inconstancy, do not be troubled with doubts of failure or by perplexing confusion, do not falter and question your status and standing, for in every dark hour, at every crossroad in the forward struggle, the Spirit of Truth will always speak, saying, “This is the way.”As for Urantia as a whole? 3. The study of causation is the perusal of history. But the knowledge of how a being becomes does not necessarily provide an intelligent understanding of the present status and true character of such a being.
4. History alone fails adequately to reveal future development — destiny. Finite origins are helpful, but only divine causes reveal final effects. Eternal ends are not shown in time beginnings. The present can be truly interpreted only in the light of the correlated past and future.
. Therefore, because of these and for still other reasons, do we employ the technique of approaching man and his planetary problems by embarkation on the time-space journey from the infinite, eternal, and divine Paradise Source and Center of all personality reality and all cosmic existence.
